உலக அரசு

உலக அரசு அல்லது உலக அரசாங்கம் (World government) என்பது முழு மனித குலத்திற்குமான ஒரு தனி, பொதுவான அரசியல் அதிகாரமாகும். இது ஐரோப்பாவில் உருவான, குறிப்பாக பண்டைய கிரேக்க மெய்யியல் எண்ணக்கரு ஆகும். உரோமைப் பேரரசின் அரசியல் அமைப்பு மற்றும் திருத்தந்தை பிரதிநிதித்துவப்படுத்திய சமய அதிகாரத்திற்கும், சமயம் சார புனித உரோமைப் பேரரசுக்கும் இடையிலான அதிகாரப் போட்டி என்பனவும் இவ்வெண்ணக் கருவிற்கு மூல காரணங்களாகும். முடியாட்சி என்று அர்த்தப்படும் நூல் இலத்தீன் மொழியில் டான்டே அலிகியேரி என்பவரால் எழுதப்பட்டு இவ்விடயத்திற்கு ஊக்கம் கொடுத்தது.

கியுகோ குரோட்டியஸ் தொகு

போரினதும் சமாதானத்தினுடையதும் சட்டம் எனும் தலைப்பிலான போரின் சட்ட அந்தஸ்தை கூறும் இலத்தீன் மொழி நூலை கியுகோ குரோட்டியஸ் 1625 இல் பாரிசில் வெளியிட்டார். இந்நூலே பன்னாட்டுச் சட்டத்திற்கு அடிப்படையானது எனக் கருதப்படுகிறது.[1]

இம்மானுவேல் கண்ட் தொகு

இம்மானுவேல் கண்ட் 1795 இல் “நிலையான சமாதானம்” எனும் தலைப்பில் ஒரு கட்டுரை எழுதினார். இக்கட்டுரை நிகழ்கால, எதிர்காலப் போர்களின் அச்சுறுத்தல்களை நிரந்தரமாக நீக்கி மனித நிகழ்வுகளை ஒழுங்குபடுத்துவதற்கான 3 அடிப்படை விடயங்களைக் கூறுகிறது. அத்தோடு முழு உலகிற்கும் நிலையான அமைதியான புது யுகத்தை உருவாக்குவதற்கு உதவுதல் என்பதையும் குறிப்பிடுகிறது.

யோசப் ஸ்மித் தொகு

19ம் நூற்றாண்டு மொர்மனிய இறையியலில், யோசப் ஸ்மித் உலகின் இறுதிக் காலத்தில் இறையரசை நோக்கி இறை அரசியல் முறைமை வழிநடத்தும் என போதித்தார். இவர் 11-03-1844 அன்று ஐம்பதாவது சட்டசபை ஒன்றை ஓழுங்கமைத்தார். மூன்று அமைப்புக்களின் இக் குழு ஆயிரமாண்டு ஆட்சிக்கு முன் உலக அரசாக ஆட்சி செய்யும் என எதிர்பார்க்கப்பட்டது.[2][3][4]

கார்ல் கிரவுஸ் தொகு

1811 இல் ஜேர்மானிய மெய்யியலாளர் கார்ல் கிரவுஸ் மனித இனத்தின் மூலப் பலம் என தலைப்பிட்ட கட்டுரையினை எழுதினார். அக்கட்டுரை ஒரு உலக குடியரசின் கீழ் ஒற்றாக்கப்பட்ட ஐரோப்பியா, ஆசியா, ஆபிரிக்கா, அமெரிக்கா, அவுஸ்ரேலியா ஆகியவற்றின் உருவாக்கம் பற்றி பரிந்துரைக்கிறது.

யுலிசீஸ் கிராண்ட் தொகு

ஐக்கிய அமெரிக்கக் குடியரசுத் தலைவர் (1869–1877) யுலிசீஸ் கிராண்ட் ஒரே உலக அரசு பற்றிய எண்ணக்கருவை வெளியிட்டார்.

ஹாரி எஸ். ட்ரூமன் தொகு

இன்னுமொரு ஐக்கிய அமெரிக்கக் குடியரசுத் தலைவர் (1945–1953) ஹாரி எஸ். ட்ரூமன் தன்னுடைய ஒரே உலக அரசு பற்றிய எண்ணக்கருவை வெளியிட்டார்.

சர்வதேச சமாதான சட்டசபை தொகு

1843 இல் உருவாகிய சர்வதேச சமாதான சட்டசபை இரண்டு வருடத்திற்கு ஒரு தடவை கூடியது. ஆயினும் அதன் வேகம் 1853 இல் குறைந்தது. திடீரென ஐரோப்பாவில் ஏற்பட்ட போரும் அமெரிக்க உள்நாட்டுப் போரும் இதற்கான காரணங்கள்.

சர்வதேச நிறுவனங்கள் தொகு

சர்வதேச நிறுவனங்கள் 19ம் நூற்றாண்டின் ஆரம்பத்தில் உருவாக ஆரம்பித்தது. சர்வதேச செஞ்சிலுவைச் சங்கம் 1863 இலும், பன்னாட்டுத் தொலைத்தொடர்பு ஒன்றியம் 1865 இலும், அனைத்துலக அஞ்சல் ஒன்றியம் 1874 இலும் உருவாகின. சர்வதேச வர்த்தகத்தின் அதிகரிப்பு 19ம் நூற்றாண்டில் சர்வதேச நிறுவனங்களின் உருவாக்கத்தை விரைவுபடுத்தியது. முதல் உலகப் போர் ஆரம்பத்தில் 1914ம் ஆண்டில் அவை 450 ஆக காணப்பட்டன. அக்காலத்தில் சர்வதேச சட்டம் உருவாக்குவதற்கான ஆதரவு வளர்ந்தது. 1873 இல் சர்வதேச சட்டத்திற்கான நிறுவனம் உருவாகியது.
