டேவிட் கோல்மேன் ஹெட்லி (David Coleman Headley), முன்பாக தாவூத் சயீத் கிலானி, (பிறப்பு சூன் 30, 1960) பாக்கித்தானிய வன்முறைக் குழு லஷ்கர்-ஏ-தொய்பாவுடன் இணைந்து சதி செய்த அமெரிக்காவின் சிகாகோ நகரில் வாழும் ஓர் பாக்கித்தானிய அமெரிக்கராவார்[1][2][3]. தனது கைதிற்குப் பிறகு மரண தண்டனையிலிருந்து தப்பிப்பதற்காக குற்றத்தை ஒப்புக்கொண்டவராக மாறிய ஹெட்லி 2008ஆம் ஆண்டு நிகழ்ந்த மும்பை தாக்குதல்களுக்கும் பிற பயங்கரவாதச் செயல்களுக்கும் பாக்கித்தானிய இராணுவ அதிகாரிகள் துணை புரிந்ததாகவும் கூறியுள்ளார்.[3][4][5][6][7]

தனது இந்திய நுழைவு எளிதாக அமையவும்[8] தான் பாக்கித்தானிய முஸ்லிம் என்பதை மறைக்கவும் தனது இசுலாமியப் பெயரை கிறித்தவப் பெயராக மாற்றிக் கொண்டார்.[9][10] 2002க்கும் 2005க்கும் இடைப்பட்டக் காலத்தில் பாக்கித்தானிற்குப் பலமுறை சென்று தீவிரவாதப் பயிற்சி மேற்கொண்டார். இதே காலத்தில் போதைப்பொருள் தடுப்பு நிர்வாகத்தின் தகவல் அளிப்பவராகவும் பணியாற்றி உள்ளார்.[11] 2006க்கும் 2008க்கும் இடையேலஷ்கர்-ஏ-தொய்பாவினருக்காகவும் பாக்கித்தானிய முன்னாள் இராணுவ அதிகாரிகளின் சார்பாகவும் 2008 மும்பை தாக்குதல்களின்போது தாக்கப்படக்கூடிய இலக்குகள் குறித்த ஆய்வினை மேற்கொள்ள ஐந்துமுறை இந்தியாவின் மும்பைக்குச் சென்றுள்ளார். இந்தத் தாக்குதல்களில் 168 பேர் கொல்லப்பட்டனர்.

முகமது நபிகள் குறித்த கேலிச்சித்திரங்கள் பதிப்பித்த டேனிசு நாளிதழுக்கு எதிரான தாக்குதலை நடத்த திட்டமிட 2009ஆம் ஆண்டு ஹெட்லி இங்கிலாந்திற்குப் பயணமானார். அக்டோபர் 2009 அன்று பாகித்தான் செல்லும் வழியில் கைது செய்யப்பட்டார்.[11][12] தனது கைது மற்றும் குற்றமேற்பு மனுவிற்குப் பிறகு ஹெட்லி அமெரிக்க மற்றும் இந்திய புலனாய்வு அதிகாரிகளுக்கு ஒத்துழைப்பு வழங்கி தனது கூட்டாளிகளைக் குறித்த பல தகவல்களை வெளிப்படுத்தியுள்ளார்.[8][13][14][15] அமெரிக்க அதிகாரிகள் இந்திய புலனாய்வு அதிகாரிகளுக்கு ஹெட்லியுடன் நேரடியாக விசாரணை மேற்கொள்ள அனுமதித்த போதிலும்[16] இந்தியாவில் ஹெட்லியின் பெயரை வெளியிடாததற்காக ஐயப்பாடு எழுந்தது.[17] டகவூர் உசைன் ராணாவின் வழக்கின்போது ஹெட்லி மும்பை தாக்குதல்களுக்கு பாக்கித்தானின் அரசு உளவு அமைப்பான ஐஎஸ்ஐ பெரிதும் துணை புரிந்ததாக விரிவான தகவல்களை வெளிப்படுத்தினார்.[18][19] இருப்பினும் மே 31, 2011 அன்று கூறிய தனது வாக்குமூலத்தில் ஐஎஸ்ஐ தலைமைக்கு இதில் தொடர்பில்லை எனவும் கூறினார்.[20]
