கட்டாயக் கல்வி
கட்டாயக் கல்வி (Compulsory education) என்பது அனைத்து மக்களுக்கும் தேவைப்படக்கூடிய, அரசாங்கத்தால் கட்டாயமாக்கப்பட்ட கல்விக் காலத்தைக் குறிக்கிறது. இது அரசால் அங்கீகரிக்கப்பட்ட அல்லது வீட்டுக் கல்வியில் கல்வி பயில்வதனைக் குறிக்கிறது.
கட்டாயப் பள்ளி வருகை அல்லது கட்டாயப் பள்ளிப்படிப்பு என்பது பெற்றோர்கள் தங்கள் குழந்தைகளை அரசு அங்கீகரிக்கப்பட்ட பள்ளிக்கு அரசு விதிகளின்படி அனுப்ப வேண்டிய கட்டாயத்தினைக் குறிப்பதாகும்.[1]
பூட்டான், பப்புவா நியூ கினி, சொலமன் தீவுகள் மற்றும் வத்திக்கான் நகரம் தவிர அனைத்து நாடுகளும் கட்டாய கல்விச் சட்டங்களைக் கொண்டுள்ளன.
நோக்கம் தொகு
18ஆம் நூற்றாண்டின் பிற்பகுதியிலும் 19ஆம் நூற்றாண்டின் முற்பகுதியிலும், அமெரிக்காவில் உள்ள பெரும்பாலான பள்ளிகள் வழக்கமாக மாணவர்கள் பள்ளிக்கு வருவதனை கட்டாயப்படுத்தவில்லை. [2] பல பகுதிகளில், மாணவர்கள் ஒரு கல்வி ஆண்டில் மூன்று முதல் நான்கு மாதங்களுக்கு மேல் பள்ளிக்குச் செல்லவில்லை என்பதனைக் கண்டறிந்தனர்.
20ஆம் நூற்றாண்டின் துவக்கத்தில் தேசத்திற்குத் தேவையானதும் பங்களிக்கக்கூடிய உடல் திறன்களை பெற்றிருப்பதனையும் நோக்கமாகக் கொண்டு இது உருவாக்கப்பட்டது. இளைஞர்களிடையே நன்னெறிகளையும் சமூக தகவல்தொடர்பு திறன்களின் மதிப்புகளையும் ஏற்படுத்தியது, மேலும் இது புலம்பெயர்ந்தோர் ஒரு புதிய நாட்டின் சமூகத்தில் வாழ அனுமதிக்கும்.[3] இது பெரும்பாலும் அனைத்து குடிமக்களின் கல்வியை மேம்படுத்துவதற்கும், குடும்ப பொருளாதார காரணங்களால் பள்ளிக்குச் செல்வதை நிறுத்தும் மாணவர்களின் எண்ணிக்கையைக் குறைப்பதற்கும், கிராமப்புற, நகர்ப்புறங்களுக்கு இடையிலான கல்வி வேறுபாடுகளை சமநிலைப்படுத்துவதற்கும் பயன்படுத்தப்படுகிறது.
